Metro-North Brewster Yard Improvements Program Public Hearing

The Metropolitan Transportation Authority (“MTA”), on behalf of itself and its subsidiaries, will hold a public hearing pursuant to Article 2 of the New York State Eminent Domain Procedure Law (“EDPL”) on the proposed acquisition of permanent and temporary property interests in properties in the County of Putnam for the Metro-North Brewster Yard Improvements Program (“Project”). The hearing will review the public uses, benefits, purposes, and location of the Project, the impact the Project may have on the environment and residents of the area and will give the public an opportunity to comment on the Project and the proposed Property acquisition.

Description of the Project

The Metro-North Brewster Yard Improvements Program Project is a planned multi-phased project at the Metro- North Brewster Campus in Putnam County known as the Brewster Yard Improvements Program. The Project will reconfigure the existing railyard, extend the yard to accommodate new and longer trains, and expand servicing and maintenance capabilities for the Harlem Line fleet. Phase One of the Project will relocate the Southeast Station customer surface parking to a new parking facility east of the station to allow for yard expansion and upgrades in the future phases. The improvements will include a new 1320-space multi-level garage with intermodal facilities, new Independent Way Vehicular Bridge, new Independent Way Access Road, and New Pedestrian Overpass. This public hearing includes property interests needed Phase One of the Project.

Those wishing to pre-register to be heard at the Public Hearing must register online with this link. Verbal presentations will be limited to two (2) minutes. You may present verbal testimony or submit written statements in lieu of or to supplement oral testimony concerning the proposed project. Written comments will be accepted online at this link.

All written and online comments must be received by 5:30 p.m. on December 22, 2023. Comments received after this date and time will not be considered.

Any property owner or other interested party who may wish to challenge the proposed property taking via judicial review may do so only on the basis of issues, facts, and objections raised at the EDPL public hearing.
