Building Capital Projects with Third-Party Partners

C&D is always looking to engage qualified firms to participate in our Capital Program. We work with a wide range of consultants and contractors, including many MWDBE/SDVOB. We emphasize Design-Build, but also utilize A+B bidding, public-private partnerships and other innovative contracting solutions that foster a deeper partnership between C&D and our contractors, streamline decision-making, share risk, increase accountability, and accelerate project delivery.

Register with MTA Contractor Portal

All bidders and proposers interested in doing business with C&D must register in the MTA Contractor Portal to download solicitations and submit bids/proposals.

To obtain solicitation materials, bidders and proposers must register with System for Award Management (SAM), a federal vendor database used to validate vendor information and obtain a unique entity ID number. SAM registration is free of charge.

Notice to Small and Emerging Companies

C&D runs a number of programs in its effort to work with a wide range of small businesses. These include: 

  • Active M/WBEs, DBEs, and SDVOBs programs: The MTA and its agencies provide equal access to procurement and contracting opportunities to businesses that are owned by minorities, women, and veterans with service-related disabilities. Click here to learn more.
  • Small Business Development Program: The goal of this program is to develop and grow emerging contractors through classroom and on-the-job training and technical assistance in prime contracts with MTA Agencies. Click here to learn more. 
  • Discretionary Solicitations: C&D creates smaller, Discretionary Opportunities -- procurements that do not exceed $1,000,000 -- and makes them available only to NYS certified MWBEs and qualified small businesses.
